Alarm for the future of lottery funding for charities

At CharityFair yesterday, Diana Brittan, Chair of the Community Fund, disclosed new threats to the independence of the Community Fund’s grantmaking, if the proposed merger with the New Opportunities Fund goes ahead.

First, funding for overseas development may be ended. Such grants are authorised by the government’s present “directions” to the Community Fund, but not by those for the New Opportunities Fund. The Daily Mail is pressing for an end to all lottery support for those in need who are not British.

Secondly, the two funds have agreed that, if the merger goes ahead, future grantmaking will “complement local, regional and national strategies and plans”. The work of many charities is deliberately outside such strategies and plans, or parts of them, and such independent action now appears to be
at risk.

The Directory of Social Change will be opposing both these possible developments.

The Directory of Social Change reports that Lady Brittan was applauded by a large audience “in sympathy for the inaccurate and noxious attacks in the Daily Mail last weekend on her” and on the Community Fund’s grants for overseas development.
