Making grantmaking even more of a lottery?

Martin Wainwright argues in The Guardian today that allocating university places, council housing, and even charitable grants by lottery is “as rational a method as any.” Some fundraisers might think grantseeking can be a lottery itself, so is this suggestion worth taking seriously?
