10 million households in Britain have broadband

The Office for National Statistics reports that almost 10 million households in Britain have broadband internet access. In 2003 just 8.5% of British households had broadband, but this year it is 40%.
So why is online fundraising still an add-on for so many charities, an area still worth “testing”?
