As President Bush begins his tour of Europe, it’s an appropriate time to recall one of his gaffes from earlier in the year. Apparently, legacies do not exist. On 31 January 2001, President Bush said: “There’s no such thing as legacies. At least, there is a legacy, but I’ll never see it.”
