Do government grants restrict campaigning?

Although charities have broadly welcomed today’s announcement of £300m for volunteering by Chancellor Gordon Brown, there are some concerns about how much government might wish to place restrictions organisations it funds. Some charities, for example, are concerned that they might risk losing government funding if they criticise government policy or decisions.
