IoF pressures Scottish Government to publish fundraising regulations

The Institute of Fundraising Scotland is making representations to encourage the publication of the Benevolent Fundraising Regulations which are linked to the Charities and Trustee Investment (Scotland) Act 2005. A consultation on the regulations ended in March 2006 but they have yet to be laid before Parliament.

IoF Scotland chair Mafe Marwick has written to the Cabinet Scretary for Justice Kenny MacAskill and said the Institute had hoped to see them [the regulations] published by this point.

The Chair of the Scottish Parliament’s Local Government and Communities committee Duncan McNeil MSP has submitted a Parliamentary Question to the Scottish Government asking when the regulations could be expected to be laid.

The regulations affect face-to-face fundraising and in particular the introduction of a remuneration statement when soliciting fnds on the street or house-to-house.

The Institute’s submissions to the Scottish Government said a regulated remuneration statement would go some way to meeting the Government’s aim of improving public awareness of investing in fundraising but would have a better chance of success if it were introduced in tandem with current efforts being made at increasing public awareness through the ImpACT coalition.
