DSC welcomes PAC report

The Directory of Social Change (DSC) has welcomed the Public Accounts Committee’s report on charity accountability and regulation.

DSC has welcomed the publication of “Giving Confidently: The Role of the Charity Commission in Regulating Charities” by the Public Accounts Committee of the House of Commons. In particular DSC welcomed its call for the Charity Commission to expect charities “to make clear in their annual reports what they have achieved against plan and to explain any major variances.”

The Public Accounts Committee recommendation is in line with a call for clearer ./guidance from the Charity Commission published in a recent DSC book, The Major Charities, An Independent Guide. The book’s principal author, Luke FitzHerbert said the PAC report was timely.

“DSC continues to regret the lack of accessible Commission ./guidance to trustees on the content of their annual reports (existing ./guidance is only found in a technical accounting document, the SORP, written for and by financial staff and advisers rather than for trustees),” he said.
