‘A political concept whereby a significant amount of responsibility for the running of a society’s services is devolved to local communities and volunteers.’
Phew, that’s cleared that one up then, eh?
I wonder what words or phrases will make next year’s top ten?
How about: “Wagner!” – an exclamation of incredulity, bafflement, befuddlement or disbelief in response to witnessing the elevation of a talentless individual to a status incongruous with his/her abilities.
Or perhaps it will be: “Wagner Lout” – an individual that acts recklessly upon witnessing the elevation of a talentless individual to a status incongruous with his/her abilities.
Any other guesses?
