Senator Helms wants foreign aid to be handled by charities

US Senator Jesse Helms has called for foreign aid to be handled by charities, rather than the US government.

Mr Helms’ comment appears to support President Bush’s approach of focusing on delivering social programmes through non-profits and faith-based groups in particular.
