**Plans to change fundraising regulation should be put on hold until smaller charities
have been fully consulted, according to NAVCA, the National Association for Voluntary
and Community Action.**

Neil Cleeveley, Chief Executive of the charity which is the national voice of local
support and development organisations in England, said:

> “I am angry that the [consequences of large charities behaving badly](https://www.fundraising.co.uk/2015/07/12/the-daily-mail-criticises-fundraising-methods-for-five-days-running/)
> are borne by all charities rather than those responsible.”

> “Peter Lewis, of the Institute of Fundraising, made a crucial point in a blog
> this week that [these plans must consider the ‘full range of fundraising organisations’](http://www.institute-of-fundraising.org.uk/blog/fundraising-expertise-must-be-at-the-heart-of-self-regulation/).
> This is not currently the case. Smaller charities have been swept up without any
> consideration and [NAVCA ](http://www.navca.org.uk)members, who work with smaller
> charities day in and day out, feel that at no point have their views been heard.”
> “As a result, we currently have plans that could do serious harm to many small
> and medium-sized local charities, many already under considerable pressure. These
> proposals should be halted until the implications for smaller charities are fully
> considered.”

He was speaking ahead of tomorrow’s invitation-only meeting at NCVO at which the
[latest developments in implementing the self-regulation proposals in the Etherington Review](https://www.ncvo.org.uk/training-and-events/events-listing/1145-the-future-of-fundraising-self-regulation)
will be presented and discussed.
