The National Council for Voluntary Organisations (NCVO) has backed an amendment
to the National Lottery Bill tabled by the Liberal Democrats and is calling on the
Government to endorse it.
The amendment, submitted by Liberal Democrat MPs Don Foster
MP and Jo Swinson, addresses the contentious issue of additionality, or how to ensure
that Lottery funds aren’t used as substitutes for services that are and should be
funded by the government.

The amendment requires the Culture Secretary to issue guidance to lottery distributors
on how it allocates funds to good causes. The guidance would call on lottery distributors
to make a distinction between core central government expenditure and lottery funding;
local government expenditure and lottery funding and also seeks to ensure that lottery
funding is allocated free from political interference.

NCVO is keen to see that the principle of additionality is upheld. The issue has
taken on increased importance in light of the decision to create a new single ‘good
cause’ for the distributor, The Big Lottery Fund (BLF), which makes allocations
to charitable expenditure, health, education, and the environment. These areas also
fall within government expenditure so it is important that a distinction is maintained
between lottery funding and funding for activities that should be paid for through
general taxation.

Stuart Etherington, NCVO Chief Executive said: “This amendment would ensure that
all lottery distributors have to consider whether their funding is free from political
interference and distinct from core government expenditure.” He called on the government
to support it.
